The African Development Bank has named Mr. Augustine Kpehe Ngafuan as its Country Manager designated to Uganda.
The AfDB’s mission since its establishment has been to fight poverty and improve living conditions on the continent of Africa through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region.
Mr. Ngafuan as AfDB’s Country Manager designated to Uganda is expected to be accountable to the Director-General, house relevant operations, business development and project implementation functions and administrative capabilities in a shared service for rapid deployment in Uganda, and to help drive the overall business of the Bank effectively on the ground.
Moreover, as Country Manager, Mr Ngafuan will lead the AfDB’s business development and delivery for the sovereign, non-sovereign investment and provide the advisory services in the assigned country. He will support AfDB’s teams in executing transactions, managing and expanding portfolios, and lead in executing projects and relevant work-programs, inclusive of the Bank’s High 5 priority areas.
Part of the responsibility of a country Manager is to establish and maintain strong relationships with business partners and high-level-country donors and representatives, high-levels with governmental and non-governmental organizations, with the view of maximising the development impact and effectiveness of the African Development Bank’s interventions, thus contributing to the overall development of the country, including the private sector. Once appointed, the Country Manager is expected to initiate and lead a dialogue with governments and the private sector on systemic issues relating to portfolio management, to improve the performance and quality of Bank operations based on agreed result framework, which will be assessed using key performance indicators and targets; identify and address cross-cutting and country-specific portfolio issues, and advise country-specific the design, implementation and supervision arrangements for the portfolio as well as new business development; oversee all aspects of portfolio management, sovereign and non-sovereign, to ensure quality at entry and during implementation, including performance monitoring, in line with Bank corporate policies, strategies, guidelines and directives; initiate and support resource mobilisation in the country and follow up on related works, including counter-part contributions, co-financing opportunities, as well as country policy and institutional assessments.
According to development experts and economists, this is not a mundane task to perform but one that requires the expertise of one that brings well-grounded and solid experience to the job in other to achieve the desired results anticipated by the African Development Bank.
However, the AfDB has intimated her explicit confidence in Mr. Augustine Kpehe Ngafuan to discharge such huge responsibilities in Uganda. The AfDB described Mr. Ngafuan as a noble statesman, accountant and economist who brings to the Bank many years of experience in public sector management with leadership roles in the banking sector and the Liberian Government.
It can be recalled that Mr. Ngafuan recently served as Member of the Board of Directors of Ecobank Liberia Limited, and Interim Head of the Project Complaint Mechanism at the European Bank for Reconstruction and Development (EBRD).
After years of service with results tangible as Director of the Budget Bureau which was merged with the Ministry of Finance and Development Planning, Mr. Ngafuan was in 2008 appointed as Minister of Finance by former Liberian President Ellen Johnson-Sirleaf, a position he held up to 2012 when he was appointed as Minister of Foreign Affairs and Dean of the Cabinet.
Concomitantly, while serving as Minister of Finance, Mr. Ngafuan was Liberia’s Governor to the Board of Governors of the African Development Bank, the International Monetary Fund, and the World Bank (2008-2012).
Mr. Augustine Ngafuan holds a Master of Business Administration (MBA) in Finance and Accounting (2004) from William E. Simon Graduate School of Business, University of Rochester, New York, USA, and a Bachelor of Business Administration (BBA) in Accounting & Economics from the University of Liberia, Monrovia (2000).
